The Herald recommends: State House District 107

Former State Rep. Gus Barreiro and Tony Japour, a physician, are vying for the Republican nomination in
this district, which includes South Beach, part of downtown Miami and some of the area's major hospitals.

Dr. Japour, an infectious-diseases researcher who is board certified in internal medicine, is self-employed.
His medical practice consists of volunteering at the VA hospital, and he has the endorsement of the Dade
County Medical Association. He also owns an Internet-based business that deals privately in contemporary
fine art.

Our recommendation is for Mr. Barreiro, who was known as a crusader on children's issues when he served
in state government. Although he was fired early last year from his job in the Department of Juvenile Justice
for alleged improper use of an official state computer involving adult pornography, Mr. Barreiro denies
wrongdoing. An outspoken critic of the department before he joined it, he claims he was ``set up'' by

What is clear is that Mr. Barreiro, 51, was an effective legislator when he represented this district from 1998
to 2006. He has a good grasp of the issues and believes the state has to become much more more involved
in regulation and accreditation of agencies and businesses receiving Medicaid funds if the state is to solve
its budget problems.
